Lead-Safe Scan

The de minimis call decides how lead paint work must be done, and today it is an eyeball estimate that leaves no record. Under 24 CFR 35.1350(d), disturbing more than 2 square feet in an interior room, 20 square feet outside, or 10 percent of a small component triggers certified workers, occupant protection and clearance. HUD’s visual assessment course gives inspectors rules of thumb, about 17 inches on a side for 2 square feet, and the estimate is usually made by the maintenance tech about to do the work, not the inspector. Monitoring findings and settlements turn on work by uncertified staff and missing clearance, which usually starts as an undocumented “it was under de minimis.” Lead-Safe Scan follows the sequence HUD’s course teaches and adds the one thing the course leaves to judgment: measurement.

Who it is for

Built for

HQS and NSPIRE inspectors with HUD’s visual assessment training, PHA and owner maintenance supervisors, compliance staff and monitors, and risk assessors who want a scaled model to anchor XRF readings.

What is in it

What we are building

  • Five screens. Unit setup confirms year built, program, a child under six and exemption status, then checks the depth sensor, light and the inspector’s training. Live scan outlines deteriorated paint on each wall and shows its area as you sweep. Confirm accepts, adjusts or rejects each outline, with a tape override. Room result totals the room against the 2 square foot limit. Repair plan marks the planned work and records the de minimis decision, certifications on file, signature and time.
  • Two numbers, kept separate. Deteriorated area answers whether the unit fails and what must be repaired, any size. Area to be disturbed answers how the repair must be done, totaled per interior room, exterior and small component, with a removed component counting in full.
  • Every result is a range. Anything within 15 percent of a threshold reads too close to call: treat as above de minimis or measure by tape. Small areas are measured close up, 0.5 to 3 meters, not from the room scan. Any override is recorded.
  • Stable nail holes and hairline cracks are excluded as the course instructs; the camera proposes, the inspector decides.
  • What it will not do: no determination that paint is or is not lead based (that takes XRF, a lab sample or a recognized kit by a certified inspector), no clearance or dust sampling, no NSPIRE pass or fail score, and no use without attesting to HUD’s visual assessment training or a risk assessor certification.
  • Known limits: chalking is low contrast and will produce false negatives first; exteriors above the first floor need a different capture method; phone LiDAR limits it to iPhone Pro and iPad Pro.

Where it stands

  1. ConceptBrief written Oct 2026: problem, users, five screens, the two calculations, accuracy limits, no-gos, validation plan.

Next upOpen questions before the prototype: whether HUD OLHCHH or PIH would accept app measurements as documentation or only as supporting evidence; XRF pairing in version 1 or later; who owns scans of occupied homes and how residents and belongings stay out of photos; sold to PHAs and owners directly or bundled with NSPIRE training and consulting.
